and past the s-curve it picks up a result and then it slows down. definitely give yourself extra tile this morning until about 6:00 this construction is going to be on. let's head back to the desk. we are following breaking news outs of richmond where a gunman is on the loose following a deadly shooting. police say when they arifed they -- arrived they found a 30- year-old man who had been shot. residents had to be evacuated from their homes. anyone with information is being asked to call police. we have a crew on the way. a teenage gunshot victim in san jose has died from his injuries. police identified him as manuel mazoa. he died after being shot. the killing is gang related. so far no arrests have been made. the teen's death marks san

jose's 25th homicide this year. a san jose restaurant is completely flooded because of a sprinkler system. firefighters say there were three to four inches of water on the second floor. it did trickle down to the first floor and the basement. crews are pumping the water out. time is 4:30. scary moments in san francisco. a muni busker recents out of control and a passenger helps save the day. about that time passenger frank rushed from his seat to the driver. >> i just put my foot on the brake and stopped before it fell. and once it came to a stop i asked him if he was okay. was he having a heart attack. he said no i couldn't stop the

bus. >> the bus driver was treated for back pain and no one else was hurt. police say the driver of the jetta my be cited for the illegal turn. it was an emotional goodbye for friends and family in a young mother killed in an accident in san jose. 23-year-old shay la died last week while rides a bike to her new job. two commercial trucks collided when one fell on top of her pinning her underneath that truck. >> it's just really sad what they are going through. so i'm very happy to help and be here and support it. it's just awful. >> she was taken in by a san jose family when she was pregnant after years in the foster care system. her daughter olivia is two years old and staying with her biological grandmother. a federal court is ordering california to release 9600 prisoners by the end of the

year. the three judge panel wants the state to reduce over crowding in 33 prisons. governor brown has been asking for more time but the court wants immediate action. law enforcement throughout the state are warning that releasing thousands of inmates is still dangerous. >> i think the public needs to be aware this could have an adverse impact on your safety, cat of life. >> governor brown says the state will challenge the order. alameda county sheriff says releasing inmates will touch off a wave of criminality. we have to wait until next week for the supreme court to rule on prop 8. we tracked the court at 7:00 yesterday morning when it handed down on rulings on three cases. but there is still about 11 pending. monday is the only official day left for decisions but the justices are expected to add

wednesday and/or thursday. of course stay with ktvu for the proposition 8 decision when immaterial comes down mornings on 2 will announce it first while ktvu.com will have it online. another rough day on wall street extending the sharp decline that started on wednesday when the fed announce it could stop its bond buying. it has a lot of investors on hand. the s & p fell 2.5%. that is its biggest loss in more than a year and a half. right now the futures for this morning's opening indicate a higher opening. today president obama will formerly announce his choice to lead the fbi. the white house says the president has picked jim to become the agent's new new

director. he served as deputy u.s. attorney general for george w. bush. if confirmed by the u.s. senate he would replace robert muller who has been the fbi director since before the 9/11 attacks. this morning the faa revealed a delta airlines jet arriving at jfk international came dangerously close to a shuttle american flight. both aircraft landed safely. it's the biggest removal of a dam. demolition is under way. the dam has blocked the natural flow of the river for almost 90 years. today crews will begin a three- year $84 million project to tear down that landmark. once complete it will open up 25 miles of water way. 1991 state inspectors said the damage was at risk of failure

in an earthquake and could wipe out hundreds of homes. that left the company with two choices. first to move iten shore or tear the down. at a 4.5-mile stretch at 880 is expanding. they timed up for the $64 million which began in the year of as many drivers agreed the change is welcome. >> a lot of times it takes us three times or more to get over. so ever with the car pool lane it will be a big help. >> now on saturday cal tran will remove the orange cones providing access to the lanes. starting at 5:00 a.m. on monday the new lanes will become hov lanes. the miami heat once again champions of basketball.

it's been a lot about lebron james. scored 37 points as the heat knocked off the spurs. in the past year james has won back to back nba titles and first olympic gold medals. we'll have another ring ceremony this summer when he gets married. heat celebrated by swarming downtown miami. police reported good news no major problems. the celebration generally peaceful. officers did chase away a few people who were jumping on top of limousines leaving the arena. it's great to see when a city celebrates in a great way. >> yeah. sports talk radio everyone talking about why tony parker why was he sitting on the bench during the last seconds? i don't know. not the coach. time is 4:37.

tara is filling in for sal. >> is an accident i want to mention. we have one lane blocked due to a semi verses a car. we have trees and rocks blocking one of the lanes on silverado trail. we really have issues. you can see there is nonone lane open. this will be going on until 6:00 this morning. it took me an extra i would say 15-20 minutes to make it across. definitely give yourself extra time there. let's take a look at the bay bridge toll plaza. you can see folks are heading into san francisco at this hour and moving along nicely. no problems in the westbound direction. 4:38 let's check in with steve. thank you very much. and we do have mostly clear

skies. a little bit of fog san mateo coast. some of it moving into the bay. oakland there is a little bit of it there. we get a little cool for some. high pressure building in for another day and a half. everything says rain on monday. the warmer weather will kick in today and saturday. then we will see changes. expect for that patchy fog. 60s and 70s and 80s. as we head into sunday and monday clouds increase turning cooler on sunday. rain and i mean decent rain. unless everything continues to march in as advertised we could get a quarter of an inch to heavier amounts to the north. getting rain in june is not too unusual. we didn't get rain in january, february, or march so we will get it in june. sunny and warmer after patchy fog. yesterday that wind cranked up.

we want to go back to our breaking news in richmond. one man is dead and another on the loose. katie utehs is at the scene. >> reporter: we just arrived on scene. let me show you the scene we just encountered. i'm told the homicide victim is on the other side of that breezeway. police have quarantined off the scene. a detective is currently processing the scene. the coroner has not yet arrived. we have been told there have been numerous calls for shots fired around 12:30 this morning. let me show you video we shot

earlier this morning of the scene. a detective is here processing the scene. the victim is a male in his 30s. police evacuated several apartments. fearing the shooter held up inside one of those apartments. it's believed the shooter has left the scene. we have little suspect information at this point. a male 5'7" tall. that shooting suspect did flee the scene. we are looking to gather more details about this victim. we do know a male possibly in his 30s. detectives are on scene. we are told the coroner has not yet arrived. a developing scene here this morning. bracing for the worst. 100,000 people have been forced from their homes because of major flooding. more rain and rising flood waters are expected today. military helicopters and boats have been sent out to look for home who have been stranded.

so far no injuries have been reported. a hit and run driver in the south bay has been arrested thanks to someone who saw what happened and tracked the driver down. the victim was a motorcyclistic. they sent in these pictures of the yamaha motorcycle that happened in san jose. the person on the motorcycle suffered serious injuries. the witness and a police officer chased down the suspect and hit and run driver who was later arrested. a four-year-old girl is recovering in the hospital after falling two stories. it happened at a home on 23rd avenue in the fruitvale district. firefighters say a quick acting bystanderring jumped a fence to help her. she was rushed to children's hospital with head injuries and expected to be okay. investigators are trying to figure out if a convicted killer could be -- he was sentenced to 15 years to life in prison on charges of second

degree murder. he confessed to killing 25-year- old anna flores. her body was dumped in a trash can last may. he also committed to killing his former wife. >> she was choked and strangled. the national security agency can keep copies of intercepted communications from u.s. citizens indefinitely. that is according to the latest leak of u.s. documents. those records show the nsa will hold on to classified material if they contain critical intelligence or evidence of crime. so far no comment from the nsa. a special screening for the

time. maybe 15 minutes or so. this is a live look at the bay bridge. you can see traffic moving in the eastbound direction toward oakland. we only have really two lanes open as soon as you come out of san francisco and you hit the tunnel and then only one lane when you hit the s-curve and all the way through to the foot of the bridge. so definitely give yourself extra time this morning. really has been slowing people down. up next we can take a look at our maps just for a second. we can show you all of these little exclamation points that you see up here are basically construction projects that are going on right now. a lot of them lasting until 5:00. some until 6:00. so definitely this is the hour when cal tran is out there getting stuff done. finally we have a live look at 280 near san jose you can see traffic moving well in both directions. we do have a little bit of

fog. yesterday it was very little. there is a little bit more today. did not make much of a push yesterday. upper 40s, 50s on the temps. a little bit below average for some of these. especial lip to the north bay. overall temperatures close to yesterday's readings. at least away from the coast. sunny and warmer. sunday increasing clouds. some rain. i kid you not. more likely more sunday into monday. and rain on monday. i mean not a hit bit. maybe over a quarter of an inch to an inch to the north. this is looking very wet for this time of year. extremely so. quarter inch to an inch and up you get to mendocino county north. there is a possibility of two

inches of rain. today and tomorrow lots of sunshine unless you are right by the waters edge. morning fog breezy at times. fog, sun but then warmer away from the coast. temperatures pushing mid upper 80s in there. berkeley 74. san rafael to 83. a little bit too much fog by pacifica. mid 80s from livermore, pleasanton, gilroy. now san jose downtown. warm away from the coast friday and saturday. rain likely on monday. possibilities of lingering into tuesday. >> that rain not making pam happy. a faster version of wi-fi has been approved. offers speeds up to 1.3 gigabytes per second. that is fast enough to transfer a high definition movie to a tablet in under four minutes. the new wi-fi standard comes at a crucial time too.

contra costa "to catch the person who killed a single mother and give closure to her family. sylvia was found stabbed in her home in bay point about six years ago. there was no sign of forced entry or sexual assault or robbery. sylvia's brother said she moved to the bay point area after she separated with her husband to start over. >> we just hope that some day whoever did this is going to get caught. >> investigators say sylvia's ex-husband was cleared along with her boyfriend who discovered her body. the discount store has been fined $4 million for selling defective children's clothing. they agree to pay a $3.9 million fine for selling some

clothing. the company previously paid a $500,000 fine for not reporting they were selling the clothing. san francisco is becoming the battleground for tech startups that allows users to track down taxis from their phones. at least companies are now hooked up with cabs in the city. they all work with cab drivers. although not all go through the cab company's dispatch systems. meantime san francisco transportation agency is working to get technology that would track all cabs in the city. another original of the apple one computers is up for auction. he kept it stashed away in an old card board box for years. christie's auction house is accepting online bids starting on monday. wrapping up on july 9th. last month an apple one sold for $671,000. the computer's first went on
